For more than 100 years, the Quartier des Spectacles has provided the public with countless moments of stirring creativity. This legacy is the inspiration for our vision of a district where people can enjoy Life, art and entertainment downtown. It is also behind an urban renewal process centred on a rich base of major cultural spaces and performance venues.

Now that the district’s vocation has been strengthened by the creation of the Partnership and numerous urban design initiatives, new opportunities await. The time has come to reinforce the Quartier’s essential identity and reaffirm its status as a popular cultural destination.

Since the beginning, Quartier des Spectacles has been a living creative place, open to cultural diversity and cross-pollination; a place where everyone who enjoys Montreal’s creativity can come to enjoy themselves, whether the occasion calls for evening wear or jeans. People congregate here to share exciting moments that bring colour and energy to our lives. In the Quartier, we see amazing, inspiring and stimulating encounters between works, creators, performers and their audiences.

Extending the experience to our public spaces

The Quartier des Spectacles experience is grounded in its 80 cultural venues, and continues in its many public spaces, where audiences can linger to enjoy performances and other activities.

Activities held in the public spaces of Quartier des Spectacles complement those held inside the venues, by extending their inspiration and excitement into the street. The resulting synergies between indoor and outdoor events help differentiate and enrich the visitor experience. The coordination of all these activities makes Quartier des Spectacles a place of unmatched energy – the beating heart of a cultural metropolis.

The Quartier focuses its outdoor programming on activities in line with audiences’ new expectations, by hosting cultural events that are:

Frequent

Every month of the year, day and night, the public can enjoy spontaneous cultural activities by lingering in the Quartier’s streets and squares before or after a show.

Hybrid

Collaborations among the Quartier’s partners result in bold combinations of arts, new trends and all things artistic or cultural.

Participatory

In our public spaces, the boundaries separating audiences, works and artists dissolve. People are welcome to interact, express themselves, be part of the show.

Innovative

The Quartier’s public spaces welcome multisensory works and events that make the most of new technology and create novel experiences.

Outdoor activities allow the partners to associate themselves with initiatives that make the Quartier des Spectacles a unique destination. These activities also help them meet audience expectations, as well as having a positive impact on attendance at events in the Quartier and on Montreal’s cultural vitality at the local and international scale.

The Partnership’s role as venue: facilitator, unifier, incubator

The mandate of the Quartier des Spectacles Partnership is to enliven the public spaces in its territory by producing a highly diverse program of events that enrich the Quartier’s offerings and make the district an essential cultural destination.

Working in close collaboration with the Ville de Montréal, our role as a producer and cultural catalyst takes two main forms:

  • Venue: The Quartier des Spectacles Partnership receives and processes applications from organizations wishing to hold activities in the Quartier’s public spaces. For those organizations whose proposals are approved, the Partnership provides technical and logistical support as well as the possibility of financial support for the production and presentation of innovative artistic or cultural activities.
  • Initiator: The Partnership may enhance its outdoor programming by producing original artistic and cultural activities selected via competitions, calls for proposals, commission, direct production or co-production.

APPLICATION FOR USE OF PUBLIC SPACES IN QUARTIER DES SPECTACLES

Our role as a venue and cultural catalyst attracts a huge variety of proposals. Why not yours?

This guide to the use of the public spaces will introduce you to the Quartier and outline the terms and conditions for use of the spaces for events. Once you have read it you will be ready to prepare your proposal.

Before continuing, please read the above introduction carefully, so that you are familiar with the major principles guiding our programming choices.

The spaces

The heart of Quartier des Spectacles, a nearly one square kilometre block, is the intersection of Sainte-Catherine and Saint-Laurent. It is bounded on the north by Sherbrooke Street, on the west by City Councillors, on the east by Saint-Hubert, and on the south by René-Lévesque Blvd. Its three nodes are the Saint-Laurent node, at the intersection of Sainte-Catherine and Saint-Laurent, the Quartier Latin node to the east, and the Place des Arts node, to the west.

The Quartier des Spectacles Partnership has a programming office responsible for activities in the following outdoor spaces:

Place des Festivals, Promenade des Artistes, the Parterre, Esplanade Clark, Place de la Paix and Place Émilie-Gamelin.

The Partnership is also able to operate in public spaces comprising the streets, sidewalks alleyways and other parts of the urban fabric. It should be noted that when a street in the Quartier is closed to vehicle traffic, the resulting space comes under the management of the Quartier des Spectacles Partnership.

The Partnership recognizes the Esplanade at Place des Arts and Place Pasteur at UQAM as essential parts of the network of public spaces, and has therefore established a mechanism for working with the entities responsible for them.

Use of the public spaces is a privilege, not a right.

Squares and other public spaces in Quartier des spectacles

1. Place des Festivals*
A public square able to host festivals and major events. The square boasts Canada’s largest interactive fountain array, with 235 water jets, along with four lighting structures and two retail spaces, each of which is occupied by a high-quality restaurant.

2. Promenade des Artistes*
Located between UQAM’s Pierre-Dansereau science complex and Place des Arts, the Promenade des Artistes connects Place des Festivals and the Parterre. This space was created through the reclamation of roadway space along Président-Kennedy Avenue and De Maisonneuve Boulevard. It includes seven “event showcase” structures where temporary artworks can be displayed or concession stands opened for major events.

3. The Parterre*
This public space to the east of the Maison symphonique de Montréal concert hall can host medium and large events. By reconfiguring the streets, it is possible to create a large green space surrounded by a paved surface. There are two lighting structures and four “event showcase” structures for temporary artworks or concession stands for major events.

4. Esplanade Clark*
A new public space to be created in 2012, on the western edge of Clark Street, which will host installations such as a temperature-controlled rink in wintertime.

5. Place des Arts Esplanade
On Sainte-Catherine Street, the Place des Arts Esplanade is managed by Place des Arts.

6. Place de la Paix
Place de la Paix is on Saint-Laurent Boulevard, near the Monument-National and the Société des arts technologiques (SAT).

7. Place Pasteur – UQAM
Facing the Athanase-David building, on Saint-Denis Street, Place Pasteur is managed by UQAM. It is across from the bell tower of the former Saint-Jacques church, now part of the Judith-Jasmin building.

8. Place Émilie-Gamelin
This square is bounded by Berri on the west, Saint-Hubert on the east, De Maisonneuve on the north and Sainte-Catherine on the south. It is home to the public artwork Gratte-ciel, cascades d’eau/rues, ruisseaux… by Melvin Charney.

* Designed by architecture and urban design firm Daoust Lestage, these new public spaces were built by the Ville de Montréal as part of the development of the Place des Arts node in Quartier des Spectacles.

Presentation of activities and events

Priority given to creativity, diversity, balance, accessibility and authenticity

The programming office of the Quartier des Spectacles Partnership is responsible for receiving, managing and responding to proposals from organizations wishing to hold an activity or event in the public spaces.

In most cases, the public spaces managed by the Partnership are made available free of charge to organizations that comply with the terms and conditions of use. The Partnership offers these organizations assistance with various aspects of production, including logistical and technical support, services and materials; some of these services may have a fee.

Conditions of use

Activities and events produced on the sites must contribute to the Partnership’s objectives and main directions, and comply with its general programming principles. Specifically, activities and events must meet the following eligibility criteria:

  • Only an organization legally constituted for at least six months may submit a proposal for the presentation of an activity or event using the spaces managed by the Partnership.

Proposals for use of the public spaces in Quartier des Spectacles are selected based on detailed criteria. The Partnership:

  • Gives highest priority to artistic and cultural events, and takes into consideration their social dimension or timing to coincide with important moments in Montreal life;
  • Gives priority to Montreal-based proposals, while still considering activities or events from elsewhere that demonstrate an exceptionally high level of creative work;
  • Requires free access for all to activities and events held in the public spaces;
  • Favours proposals that demonstrate strong potential for generating nationwide or international attention, and that can be expected to attract higher numbers of Montrealers and visitors to the Quartier;
  • Favours proposals that express and reinforce the Quartier des Spectacles’ character as a “site for stimulating and innovative cultural happenings”;
  • Favours proposals that touch on all five foundations of the brand: creativity, diversity, balance, accessibility and authenticity, with the aim of strengthening the Quartier’s commitment to “creativity in its natural habitat.”

After evaluating their relevance, the Partnership will allow:

  • Filming/taping (cinema, television, advertising, etc.) in accordance with the rules and rates established by the Ville de Montréal’s Bureau du cinéma;
  • Events of a socio-cultural, social, sporting or historical nature within the rules established by the Ville de Montréal’s Division des événements publics.

An organization’s ability to produce activities or events (primarily on artistic, technical, financial and promotional levels) will be considered in the review of all proposals.

Terms of use:

The Partnership is responsible for managing the programming calendar for the public spaces it operates. It therefore handles all queries regarding the organization of activities and events.

The creation of the activities and events calendar for the public spaces must be done so as to:

  • Allow for recurring activities and events in the Quartier des Spectacles, while leaving room on the calendar for new activities;
  • Work within the attendance capacity and features of the spaces in which the activities and events are held;
  • Seek to showcase the features of the spaces used (artworks, fountains, urban environment, etc.);
  • Ensure harmonious coexistence of activities and events held simultaneously in the other public spaces;
  • Vary the nature and intensity of the activities and events held in the Quartier’s public spaces, particularly with a view to mitigating and minimizing nuisances for local residents;
  • Treat street closures as an exceptional measure, whose need must be demonstrated and documented and which, if done, must be done in such a way as to minimize the impacts on Quartier des Spectacles stakeholders.

Response time

Expect the Partnership’s decision no more than 12 weeks after the deadline for submitting proposals.

It’s a go!

Organizations that receive a favourable response to their proposal for an event or activity in the public spaces managed by the Partnership must:

  • Secure all permits required by the Ville de Montréal and obey all municipal by-laws;
  • Comply with site use, safety and security rules set by the Quartier des Spectacles Partnership and by the Ville de Montréal;
  • Adapt the site of the activity or event to ensure its accessibility to mobility-impaired persons;
  • At their own expense, secure and keep valid a liability insurance policy with minimum coverage of five million dollars ($5M), covering bodily injury and property damage, in which the Partnership and the Ville de Montréal must be named as co-insured parties. The rider on the organization’s insurance policy must be submitted to the Partnership at least ten (10) days before the beginning of the activity or event. The insurance policy must cover the organization, the Partnership and the Ville de Montréal throughout the entire period in which the organization is to have site access, i.e. before, during and after the period in which the activity or event is open to the public;
  • Acknowledge the participation of the Quartier des Spectacles by naming it and including its wordmark, in a manner consistent with the Partnership’s graphic standards, in all promotional documentation related to the event or activity;
  • Respect all its obligations as agreed with the Quartier des Spectacles Partnership and the Ville de Montréal, and all other organizations governing the use of public space;
  • Following the completion of the event or activity, restore the site to the same condition it was in when the organization took possession, failing which the organization shall assume the cost of all repairs undertaken by the Quartier des Spectacles Partnership.

APPLICATION FOR SUPPORT FOR DISTINCTIVE ARTISTIC OR CULTURAL PROJECTS (TIER 1)

Our role as a cultural venue and catalyst includes a commitment to providing financial support for the production and presentation of artistic or cultural events in the Quartier’s public spaces.

We are eager to receive your applications for projects that will enhance visitors’ experience of the Quartier des Spectacles thanks to their originality, innovative combination of disciplines, or exploration of new artistic or cultural practices.

All applications for financial support are reviewed by a programming committee using selection criteria specific to each funding tier. The committee is composed of employees of the Quartier des Spectacles Partnership, a member of the Partnership’s board of directors, representatives of the Ville de Montréal and external members.

Before applying, please read the introductory text carefully, in order to familiarize yourself with the major guiding principles for our programming decisions.

This guide presents the terms of the first tier of financial support offered by the Quartier des Spectacles Partnership for distinctive artistic or cultural projects.

In a few weeks, you will also be able to review the guide for the second tier, which concerns activities involving new artistic or cultural practices.

Deadlines for submitting applications

For tier 1, support for distinctive artistic or cultural projects, there are two dates for submitting applications:

  • December 15, 2011, for activities between April 15 and October 14, 2012;
  • May 15, 2012, for activities to be held between October 15, 2012 and April 14, 2013.

Eligible organizations

Eligibility is limited to legally constituted professional organizations in the arts or culture, with headquarters in Montreal and active for at least six months.

The organization’s primary vocation must be to produce and present artistic or cultural productions.

Organizations that are not active in the arts or culture, but whose headquarters are located within the Quartier des Spectacles territory, are eligible to apply for projects co-produced by a legally constituted professional arts or culture organization whose mission is to produce and present artistic or cultural productions.

The Quartier des Spectacles Partnership will give priority to Montreal-based proposals, while also considering activities or events from outside Montreal of exceptional creative character.

Eligible activities

  1. Specific, one-time artistic or cultural projects to be presented in the public spaces managed by the Partnership, as part of an event taking place in the Quartier’s territory for a minimum of three consecutive days, between April 15, 2012 and April 14, 2013;
  2. Projects receiving support may involve one or more artistic or cultural activities held in the public spaces managed by the Partnership;
  3. Projects receiving support must allow free access to all activities and events held in the public spaces of the Quartier des Spectacles;
  4. Projects receiving support must be original, meaning that they must incorporate a novel and distinctive element with the potential for revitalizing practices in the artistic or cultural activities generally presented by the organization in the Quartier des Spectacles;
  5. Projects receiving support must respect the attendance capacity and particular features of the public spaces in which the activities or events are to be held;
  6. Projects receiving support must coexist harmoniously with other events or activities being held in the public spaces;
  7. Organizations may submit only one proposal per funding tier per application period;
  8. For any given project, organizations may apply only once for support from the Partnership, including both tiers 1 and 2

Priority will be given to:

  1. Projects seeking to make optimal use of the special features of the public spaces: artworks, fountains, urban environment, etc.;
  2. Organizations that present projects as part of an event that simultaneously uses indoor venues within the Quartier des spectacles.

Projects of a commercial nature are not eligible for this funding, including but not limited to fairs, markets, trade shows, galas, contests, conferences or congresses.

Maximum amount of support

The financial support awarded must be treated as supplementary support. It must not be a critical component of the project’s financing.

The financial support granted within tier 1 is complementary to other sources of funding and must not exceed 25% of all eligible expenses, to a maximum of $100,000.

Should the organization be unable to produce part or all of the project for which it has received financial support from the Quartier des Spectacles Partnership, it must advise the Partnership’s programming office at the earliest opportunity. Arrangements may be made to revise the amount of support granted. Amounts granted but not used in a manner consistent with the terms of this support program must be returned to the Partnership.

Eligible expenses

Production and presentation expenses are eligible for this financial support program. These expenses include:

  • Artists’ fees and royalties;
  • Accommodation and travel expenses for artists or other participants in the production;
  • Fees for professionals contributing specific expertise to the production or presentation of the project, such as designers, technicians and other specialists;
  • Costs of transporting or presenting works;
  • Equipment rentals related to the production or presentation of the activity;
  • Communication costs directly related to the project (such as promotional or advertising material);
  • Administrative costs necessary for producing the project (auditing, production accountant).

 Ineligible expenses

  • Creative costs*;
  • Organization’s operating costs;
  • Service sponsorships or exchanges received by the organization;
  • The deficit of the organization or its co-production partner.

Application review criteria

The Quartier des Spectacles Partnership evaluates all applications based on merit, using specific criteria, and grants financial support within the limits of its available funds. The availability of the space(s) required for presenting the project is also taken into consideration.

Proposals are reviewed based on the following criteria:

  1. The project’s originality, particularly in relation to the activities usually presented by the organization in the Quartier des Spectacles;
  2. The project’s contribution to the identity of the Quartier des Spectacles as a “site of stimulating and inspiring cultural happenings”;
  3. Its consistency with the five foundations of the brand: creativity, diversity, balance, accessibility and authenticity, with the aim of strengthening the Quartier’s commitment to “creativity in its natural habitat.” More specifically, special attention will be given to the following elements:
  • The contribution to the Quartier’s primary creative vocation, as expressed in an innovative, open, ingenious, surprising and unifying production that draws strength from difference;
  • Respect for the quality of life of local residents. Among other things, the Partnership considers street closures an exceptional measure, whose need must be demonstrated and documented and which, if done, must be done in such a way as to minimize the impacts on Quartier des Spectacles stakeholders;
  1. The ability to complete the project in artistic, technical and financial terms, and to advertise and promote it effectively:
  • The clarity of artistic choices;
  • Coherent alignment of artistic and technical decisions with financial means;
  • The quality of human, financial and material resources planning;
  • The relevance of the project team’s past experience to the new project;
  • The availability of resources, skills and financial means to ensure the project’s visibility and promotion;
  1. Its contribution to the profile and attractiveness of the Quartier des spectacles, specifically:
  • Expected impacts on Montrealers’ attendance numbers and attendance patterns in the Quartier des Spectacles;
  • Visits to the Quartier des Spectacles by visitors from the greater metropolitan area and elsewhere;
  • Impact on the visibility of the Quartier des Spectacles locally, nationally and internationally;
  1. The simultaneous use of indoor venues in the Quartier des Spectacles as part of the organization’s activities (theatres and halls, or other cultural venues).

Application review process

Applications are subject to an initial review by the programming office, which checks the application’s eligibility and performs a preliminary review against the criteria, followed by an analysis of the proposal’s financial and technical aspects.

Eligible applications are forwarded to the programming committee, which makes the final decision as to whether to award the requested funds based on the analyses performed by the programming office. The programming committee is composed of representatives from the Ville de Montréal, employees and a director of the Partnership, and individuals from the art and cultural communities who have no direct ties to the Quartier des Spectacles Partnership or the Ville de Montréal.

The programming committee’s recommendations are ratified by the Partnership’s board of directors. The board’s decisions are final and not subject to appeal.

Preparing an application for support

In order to apply, organizations must complete the application form – support for distinctive artistic or cultural projects – tier 1. This form (in French) can be downloaded using the link below.

Among other things, organizations must submit the following documents:

  1. The completed and signed application form;
  2. The project budget, in the format shown in the template linked below;
  3. The organization’s letters patent;
  4. Information about related organizations, including details about directors or shareholders;
  5. Financial statements for the most recent fiscal year, if available;
  6. A resolution from the organization’s board of directors authorizing the organization to submit the application for support, and designating a person with the authority to sign any undertakings related to the application;
  7. An overview of the organization’s main accomplishments and productions in art or culture.

Except for documents sealed by a certified public accountant or chartered accountant (notice to readers, review engagement or audited financial statements), inclusion of original documents is not recommended. Documents submitted with applications will not be returned.

The Quartier des Spectacles Partnership is committed to protecting the confidentiality of the information received as part of the application process.

Submitting an application

The properly completed and signed form, along with all required documents, must be sent by mail to the following address:

Applications must be sent no later than the due date, with the postmark constituting proof of date sent. Only applications received by mail will be read and reviewed. For administrative purposes, a copy of the application must also be sent by e-mail to the following address: programmation@quartierdesspectacles.com

Deadlines for applying

  • December 15, 2011, for activities between April 15 and October 14, 2012;
  • May 15, 2012, for activities to be held between October 15, 2012 and April 14, 2013.

Incomplete applications, and applications mailed after the deadline, will not be accepted.

Terms for awarding of grants

Those projects receiving a positive response to the application for financial support are subject to an agreement between the organization and the Quartier des Spectacles Partnership. The agreement will define the terms for disbursement of the funds awarded, the organization’s obligations, and the information that the organization must submit in order to facilitate an assessment of the project’s results.

Among other things, organizations must:

  • Secure all permits required by the Ville de Montréal and obey all municipal by-laws;
  • At their own expense, secure and keep valid a liability insurance policy with minimum coverage of five million dollars ($5M), covering bodily injury and property damage, in which the Partnership and the Ville de Montréal must be named as co-insured parties. The rider on the organization’s insurance policy must be submitted to the Partnership at least ten (10) days before the beginning of the activity or event. The insurance policy must cover the organization, the Partnership and the Ville de Montréal throughout the entire period in which the organization is to have site access, i.e. before, during and after the period in which the activity or event is open to the public;
  • Comply with site use, safety and security rules set by the Quartier des Spectacles Partnership and by the Ville de Montréal;
  • Respect all its obligations as agreed with the Quartier des Spectacles Partnership and the Ville de Montréal, and all other bodies governing the use of public space;
  • Pay the Quartier des Spectacles Partnership fees for services and/or equipment provided by the Partnership at a competitive rate;
  • Acknowledge the participation of the Quartier des Spectacles per the terms of the agreement with the Partnership’s communications department.

Note that these obligations include the supported organization’s agreement to comply with the Quartier des Spectacles’ graphic standards.

These obligations also include the organization’s duty to produce an activity report and a financial report for the supported activities, including their impacts, the nature of income and expenses, and the use of monies received from the Quartier des Spectacles Partnership. The final support payment will not be released until these reports have been received and accepted by the Partnership.

Effective December 9, 2011, the requirements for financial reports are as follows:

  • For projects receiving financial support from the Quartier des Spectacles Partnership in the amount of $9,999 or less, the financial report must include a detailed expense report prepared by the organization;
  • For projects receiving financial support from the Quartier des Spectacles Partnership in the amount of $10,000 to $24,999, the financial report must include financial statements including a balance sheet;
  • For projects receiving financial support from the Quartier des Spectacles Partnership in the amount of $25,000 to $49,999, the financial report must include a review engagement prepared by a certified public accountant auditor, as well as a balance sheet;
  • For projects receiving financial support from the Quartier des Spectacles Partnership in the amount of $50,000 or more, the financial report must include complete audited financial statements prepared by a certified public accountant auditor.

Response time

Expect the Partnership’s decision no more than 12 weeks after the deadline for submitting applications.

Organizations that are not active in the arts or culture, but whose headquarters are located within the Quartier des Spectacles territory, are eligible to apply for projects co-produced by a legally constituted professional arts or culture organization whose mission is to produce and present artistic or cultural productions.

The Quartier des Spectacles Partnership will give priority to Montreal-based proposals, while also considering activities or events from outside Montreal of exceptional creative character.

These practices must be related to new forms of expression; novel events; sponsorship in various forms; particularly with educational institutions emphasizing art and culture; hybrid approaches; emerging practices; experimentation with the urban canvas; or activities with a strong audience-participation, interactive or immersive component;
  5. Projects receiving support must help the Quartier des Spectacles present itself as a creative showcase;
  6. Projects receiving support must respect the attendance capacity and particular features of the public spaces in which the activities or events are to be held;
  7. Projects receiving support must coexist harmoniously with other events or activities being held in the public spaces;
  8. Organizations may submit only one proposal per tier per application period;
  9. For any given project, organizations may apply only once for support from the Partnership, including both tiers 1 and 2.

Priority will be given to:

  1. Projects seeking to make optimal use of the special features of the public spaces: artworks, fountains, urban environment, etc.

Projects of a commercial nature are not eligible for this funding, including but not limited to fairs, markets, trade shows, galas, contests, conferences or congresses.

Maximum amount of support

Financial support awarded for this tier may constitute a critical component of the project’s financing.

Financial support awarded under tier 2 is complementary to other funding sources and may not exceed 65% of all eligible expenses, to a maximum of $50,000.

Should the organization be unable to produce part or all of the project for which it has received financial support from the Quartier des Spectacles Partnership, it must advise the Partnership’s programming office at the earliest opportunity. Arrangements may be made to revise the amount of support granted. Amounts granted but not used in a manner consistent with the terms of this support program must be returned to the Partnership.

Eligible expenses:

Creation, production and presentation expenses are eligible for this financial support program. These expenses include:

  • Costs of research and creation (creators’ fees, fees for artists or other participants, space or equipment rental, purchase of certain materials or accessories, professional fees, travel and accommodations);
  • Artists’ fees and royalties;
  • Accommodation and travel expenses for artists or other participants in the production;
  • Costs of transporting or presenting works;
  • Equipment rentals related to the production or presentation of the activity;
  • Fees for professionals contributing specific expertise to the production or presentation of the project, such as designers, technicians and other specialists;
  • Administrative costs necessary for producing the project (auditing, production accountant).

Ineligible expenses

  • Organization’s operating costs;
  • Service sponsorships or exchanges received by the organization;
  • The deficit of the organization or its co-production partner.

Application review criteria:

The Quartier des Spectacles Partnership evaluates all applications based on merit, using specific criteria, and grants financial support within the limits of its available funds. The availability of the space(s) required for presenting the project is also taken into consideration.

Proposals are reviewed based on the following criteria:

  1. The project’s innovativeness or boldness as a new artistic or cultural practice;
  2. The project’s contribution to the identity of the Quartier des Spectacles as a “site of stimulating and inspiring cultural happenings”;
  3. Its consistency with the five foundations of the brand: creativity, diversity, balance, accessibility and authenticity, with the aim of strengthening the Quartier’s commitment to “creativity in its natural habitat.” More specifically, special attention will be given to the following elements:
    • The contribution to the Quartier’s primary creative vocation, as expressed in an innovative, open, ingenious, surprising and unifying production that draws strength from difference;
    • Respect for the quality of life of local residents. Among other things, the Partnership considers street closures an exceptional measure, whose need must be demonstrated and documented and which, if done, must be done in such a way as to minimize the impacts on Quartier des Spectacles stakeholders;
  4. The ability to complete the project in artistic, technical and financial terms:
    • The clarity of artistic choices;
    • Coherent alignment of artistic and technical decisions with financial means;
    • The quality of human, financial and material resources planning;
    • The relevance of the project team’s past experience to the new project.
  5. Its contribution to the profile and attractiveness of the Quartier des spectacles, specifically:
    • Expected impacts on Montrealers’ attendance numbers and attendance patterns in the Quartier des Spectacles;
    • Visits to the Quartier des Spectacles by visitors from the greater metropolitan area and elsewhere;
    • Impact on the visibility of the Quartier des Spectacles locally, nationally and internationally.

Application review process

Applications are subject to an initial review by the programming office, which checks the application’s eligibility and performs a preliminary review against the criteria, followed by an analysis of the proposal’s financial and technical aspects.

Eligible applications are forwarded to the programming committee, which makes the final decision as to whether to award the requested funds based on the analyses performed by the programming office. The programming committee is composed of representatives from the Ville de Montréal, employees and a director of the Partnership, and individuals from the art and cultural communities who have no direct ties to the Quartier des Spectacles Partnership or the Ville de Montréal.

The programming committee’s recommendations are ratified by the Partnership’s board of directors. The board’s decisions are final and not subject to appeal.

Preparing an application for support

In order to apply, organizations must complete the application form – support for activities associated with new artistic or cultural practices – tier 2. This form (in French) can be downloaded using the link below.

Among other things, organizations must submit the following documents:

  1. The completed and signed application form;
  2. The project budget, in the format shown in the template linked below;
  3. The organization’s letters patent;
  4. Information about related organizations, including details about directors or shareholders;
  5. Audited financial statements for the most recent fiscal year, if available;
  6. A resolution from the organization’s board of directors authorizing the organization to submit the application for support, and designating a person with the authority to sign any undertakings related to the application;
  7. An overview of the organization’s main accomplishments and productions in art or culture.

Except for documents sealed by a certified public accountant or chartered accountant (notice to readers, review engagement or audited financial statements), inclusion of original documents is not recommended. Documents submitted with applications will not be returned.

The Quartier des Spectacles Partnership is committed to protecting the confidentiality of the information received as part of the application process.

Submitting an application

The properly completed and signed form, along with all required documents, must be sent by mail to the following address:

Applications must be sent no later than the due date, with the postmark constituting proof of date sent. Only applications received by mail will be read and reviewed. For administrative purposes, a copy of the application must also be sent by e-mail to the following address: programmation@quartierdesspectacles.com

There is a single annual deadline for applying for this tier of funding: March 15, 2012 for activities to be held between September 1, 2012 and August 31, 2013.

Incomplete applications, and applications mailed after the deadline, will not be accepted.

Terms for awarding of grants

Those projects receiving a positive response to the application for financial support are subject to an agreement between the organization and the Quartier des Spectacles Partnership. The agreement will define the terms for disbursement of the funds awarded, the organization’s obligations, and the information that the organization must submit in order to facilitate an assessment of the project’s results.

Among other things, organizations must:

  • Secure all permits required by the Ville de Montréal and obey all municipal by-laws;
  • At their own expense, secure and keep valid a liability insurance policy with minimum coverage of five million dollars ($5M), covering bodily injury and property damage, in which the Partnership and the Ville de Montréal must be named as co-insured parties. The rider on the organization’s insurance policy must be submitted to the Partnership at least ten (10) days before the beginning of the activity or event. The insurance policy must cover the organization, the Partnership and the Ville de Montréal throughout the entire period in which the organization is to have site access, i.e. before, during and after the period in which the activity or event is open to the public;
  • Comply with site use, safety and security rules set by the Quartier des Spectacles Partnership and by the Ville de Montréal;
  • Respect all its obligations as agreed with the Quartier des Spectacles Partnership and the Ville de Montréal, and all other bodies governing the use of public space;

 

Note that these obligations include the supported organization’s agreement to comply with the Quartier des Spectacles’ graphic standards.

These obligations also include the organization’s duty to produce an activity report and a financial report for the supported activities, including their impacts, the nature of income and expenses, and the use of monies received from the Quartier des Spectacles Partnership. The final support payment will not be released until these reports have been received and accepted by the Partnership.

The requirements for financial reports are as follows:

  • For projects receiving financial support from the Quartier des Spectacles Partnership in the amount of $24,999 or less, the financial report must include a detailed expense report prepared by the organization;
  • For projects receiving financial support from the Quartier des Spectacles Partnership in the amount of $25,000 to $50,000, the financial report must include a review engagement prepared by a certified public accountant auditor.

Response time

Expect the Partnership’s decision no more than 12 weeks after the deadline for submitting applications.
